Dubai Municipality has launched ‘Eltizam’, a smart digital application aimed at empowering selected government officials with judicial officer status to monitor and document public cleanliness violations, reinforcing Dubai’s position as one of the cleanest cities in the world.
A major milestone in the emirate’s digital transformation, Eltizam allows authorised users to detect and report violations through photo capture, automatic location tagging, and note input in real time. The initiative aligns with Dubai Law No. (19) of 2024, which grants judicial officer status to designated personnel and ensures regulatory compliance while encouraging community participation.
Targeting Eight Key Violations
The first phase of the app focuses on eight public cleanliness breaches that negatively affect the city’s image, including:
- Spitting in public areas
- Improper disposal of chewing gum
- Littering in public spaces
- Dumping waste into the sea, beaches, creeks, or ports
- Draining vehicle wash water in non-designated areas
- Lighting fires or barbecues in unauthorised locations
- Posting flyers or advertisements that deface public areas
- Failing to remove animal waste from public spaces
By digitising enforcement and equipping judicial officers with smart tools, Eltizam promotes proactive monitoring, greater transparency, and improved urban aesthetics.
