China has initiated a Level-IV emergency response for floods and typhoons in the southern provinces of Guangdong and Hainan as Typhoon Matmo, the 21st named storm of the 2025 Pacific typhoon season, approaches the coast.

The State Flood Control and Drought Relief Headquarters has directed local authorities to implement precautionary measures, focusing on flood prevention, urban waterlogging control, and ensuring the safety of travelers during the ongoing National Day holiday period.

The National Meteorological Centre issued a yellow alert for Typhoon Matmo on Friday, forecasting landfall between Wanning in Hainan and Dianbai in Guangdong on Sunday. The storm is expected to bring strong gales to the Bashi Channel, parts of the South China Sea, and coastal areas of Guangdong, southern Taiwan, and eastern Hainan from Friday night through Saturday.

China employs a four-tier emergency response system, with Level I representing the highest severity, and a corresponding four-tier weather warning system, where red indicates the most severe conditions, followed by orange, yellow, and blue.
