Zakat, Tax and Customs Authority reported Al-Eqtisadiah newspaper that Saudi Arabia has registered an increase in the adoption of the electronic invoicing system, as the volume of electronic invoices transmitted through the platform called “Fatoorah” has been over 8.2 billion in the year 2025, with a growth rate of 64 percent.
This impressive growth lies in the integration and connection stage of the electronic invoicing system, which is an indicator that shows the faster pace of the authority in the digital transformation path and role in increasing tax compliance and elevating the efficiency of the financial and business transactions.
The authority explained that the volume of electronic invoices posted on the Fatoorah platform in 2024 was more than 5 billion, and in 2023, it was approximately 3.1 billion invoices, which is a slow improvement in the use of the digital solution and compliance with the current regulatory needs.
ZATCA clarified that the electronic services offered to its clients and taxpayers within the previous year have risen to over 196, with a satisfaction level of 91 percent, which reflects the expedited progress in the electronic infrastructure of the authority and its capacity to offer integrated services to its taxpayers to make their transactions at an exceptional rate and in the shortest time possible.
The authority indicated that the diversification of digital platforms and system upgrades added to increasing the compliance level and quality of provided services, and deepening the integration with other governmental structures, which increased the credibility of the zakat, tax, and customs system in Saudi Arabia.
The previous year was marked by an apparent growth in the creation of new procedures designed to speed up incoming and outgoing goods via multiple customs ports, with the introduction of the modernized version of the Saudi Authorized Economic Operator program being the most notable event involving 14 governmental organizations.
However, the registered number of establishments was 753 in the program. The initiative offers a list of benefits, which helps to improve supply chains, increase the effectiveness of logistical activity, and offer customers the best custom services.
The authority has highlighted that the successes that were achieved in the last year in the areas of zakat, tax, and customs work with the help of the digital progress and qualitative operational projects reinforced ZATCA in the functions of supporting the national economy, and helped to solidify Saudi Arabia as the global center of logistic services in terms of trade and logistic operations, which is in line with the objectives of Vision 2030.
It is noteworthy that the implementation of electronic invoicing was conducted in two stages. The initial stage, the “Issuance and Storage,” was released in December 2021 and involved all parties to the Electronic Invoicing Regulation.
The second phase, which is the stage of “Integration and Linking,” started at the beginning of January 2023 and entails other requirements, the most important of them being the connection between taxpayers’ invoicing systems and the Fatoorah platform or the issuing of invoices in a valid electronic format. There were 15 targeted establishment groups in this phase.
Electronic invoicing is used to transform the issue of paper invoices and notes into a digitized system that enables the exchange and electronic handling of debit and credit invoices between the seller and purchaser with great efficiency and reliability.
