The Emergencies, Crises and Disasters Management Centre – Abu Dhabi (ADCMC) carried out an official visit to the Finnish National Rescue Association (SPEK), along with several other key Finnish organisations, to review global best practices in emergency management and explore potential areas of collaboration.
The delegation, headed by Dr. Abdulla Hamarain Al Dhaheri, Executive Director of the Response and Recovery Sector at ADCMC, presented the centre’s strategy for handling emergencies, crises and disasters, in addition to outlining the operational framework of Abu Dhabi’s emergency and crisis management ecosystem.
SPEK showcased its models for institutional and community readiness, training, drills, planning frameworks, advanced capabilities and other common priority areas. The association also highlighted its volunteer programmes and civil preparedness initiatives, including the 72-hour preparedness concept, as well as coordination mechanisms among relevant response entities.
Dr. Al Dhaheri stated that the visit supports the centre’s commitment to the Abu Dhabi Government’s vision of enhancing international cooperation and exchanging knowledge with leading global institutions in the field of emergency, crisis and disaster management.
He underlined that such initiatives help strengthen the emirate’s readiness and its capacity to anticipate and respond to emerging challenges, while also highlighting the centre’s specialised expertise.
He said, “We are continuously working to improve our tools and methodologies in crisis management by reviewing the latest operational models and internationally recognised practices, and by drawing on outstanding global experiences in the fields of community preparedness, training and institutional capacity building. Our visit to the Finnish National Rescue Association offered a valuable opportunity to gain deeper insight into a distinctive model that combines technological innovation with institutional integration within the preparedness and response ecosystem.”
Dr. Al Dhaheri added that the centre aims to align its local framework with global standards by reinforcing resilience, advancing smart response capabilities and developing joint programmes that improve team performance and equip local talent—ensuring community safety and long-term sustainable development.
