China is set to accelerate its high-standard opening-up agenda and further ease market access for foreign investors, according to senior Ministry of Commerce official Li Yongjie, Deputy China International Trade Representative.
Speaking at a press conference in Beijing on Friday, Li emphasized the country’s commitment to deepening economic globalization and attracting foreign capital.
“China has continuously advanced high-standard opening-up. We support foreign enterprises to invest and deepen their presence in China. We will further expand opening-up and relax market access for foreign capital,” Li said, as reported by China Global Television Network (CGTN).
As part of these efforts, the Ministry of Commerce will implement the 2025 Action Plan for Stabilizing Foreign Investment, focusing on pilot openings in cutting-edge sectors such as cloud computing, biotechnology, and wholly foreign-owned hospitals. Additionally, the plan will gradually expand access in other service industries through voluntary liberalization.
Li also highlighted the importance of leveraging existing national platforms to foster institutional opening-up.
“We will make full use of existing platforms, say Pilot Free Trade Zones, National Economic and Technological Development Zones, and Comprehensive Demonstration Zones for Expanding the Opening-up of the Service Sector, to steadily advance institutional opening-up,” she added.
China also plans to revise and expand the Catalog of Encouraged Industries for Foreign Investment, further encouraging foreign firms to invest in strategic and emerging sectors. According to Li, authorities are exploring new policies aimed at stimulating reinvestment by foreign enterprises already operating in the country, enhancing their integration into China’s long-term growth trajectory.
These initiatives form part of China’s broader push to attract high-quality foreign investment and foster international collaboration in next-generation industries, positioning the country as a key player in the evolving global economy.
