The Dubai International Financial Centre (DIFC) has launched a first-of-its-kind AI License aimed at attracting more companies to Dubai, positioning the emirate as a global leader in artificial intelligence and emerging technologies.
In addition to the AI License, DIFC has also introduced the concept of ‘AI as a Service’ (AIaaS). This new initiative is designed to help companies evaluate their AI readiness, pinpoint opportunities, provide strategic recommendations, and assist in the implementation of AI technologies.
The announcement was made during the inaugural Dubai AI & Web3 Festival, which drew 6,800 delegates from over 100 countries. The event featured government officials, academics, and business leaders, along with representatives from AI and Web3 industries. Over 100 exhibitors showcased the latest in emerging technology.

Arif Amiri, Chief Executive Officer of DIFC Authority, highlighted Dubai’s innovative approach, stating, “Our culture of innovation serves as the foundation for propelling the region’s biggest ecosystem for business, finance, and emerging technologies.”
The newly established Dubai AI Campus has already surpassed expectations, attracting over 120 firms, exceeding the first-year target of 75 companies. DIFC has set ambitious goals for the future, aiming to attract 500 companies by 2028, create over 3,000 jobs, expand the AI Campus to 100,000 sq. ft., and secure $300 million in investment.
With this pioneering initiative, DIFC continues to strengthen Dubai’s reputation as a hub for technology and innovation, offering companies a robust platform to thrive in the age of AI.
