Dubai Initiates Smart Security Breach Reporting System To Enhance Aviation Safety And Inter-Agency Integration

Dubai announced on Thursday that the implementation of the Smart Security Breach Reporting System, with an aim at improving the sustainability of the Dubai aviation security ecosystem and improving institutional integration of the government entities.

The system was initiated by His Highness Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, the Chairman of Dubai Border Security Council, and was designed by Dubai Civil Aviation Authority (DCAA) in partnership with Dubai Police General Headquarters and Dubai Customs.

The launch facilitates the goals of the Dubai Economic Agenda D33, the aim of which is to unify the position of Dubai as one of the most advanced and safe cities globally.

The new Smart Security Breach Reporting System is a significant step towards enhancing the aviation security system in Dubai.

Through smart technologies and integrated digital platforms, it allows monitoring in real-time, quick response to incidents, and effective coordination of the relevant authorities to strengthen Dubai as the world leader in the area of aviation safety and security.

Sheikh Mansoor said that “Advancing aviation security is a vital part of Dubai’s strategy to enhance excellence and global competitiveness. Through greater collaboration between government entities facilitated by the adoption of intelligent systems such as the Smart Security Breach Reporting System, we are strengthening our ability to anticipate challenges, ensure seamless operations, and strengthen Dubai’s position as a global leader in safety, efficiency, and innovation.”

An innovative model of institutional synergy, the platform enables central information sharing and tracking of incidents among major agencies, which ensures proactive and timely preventive action.

The project indicates the continued efforts of Dubai to excel in governance, innovations, and operational integration in its security and aviation domains.

According to the Dubai Civil Aviation Authority (DCAA), the Smart Security Breach Reporting System improves inter-agency coordination and predictive analysis, which allows the authorities to identify and react promptly to possible risks.

The system is considered critical to providing a safe, robust, and internationally competitive aviation ecosystem in Dubai.

Dubai International Airport (DXB) registered a growth of 2.3 percent in passenger traffic to 46 million in the first half of H1 2025, the busiest first half in its history. In the first half of 2025, DXB also transited more than 1 million tons of cargo.

The airport processed 92.3 million passengers, breaking the old record of 89.1 million in 2018, and continued to be ranked as the busiest international airport in the world by Airports Council International. DXB also handled 2.88 million tons of air cargo in 2024.

The Al Maktoum International Airport is being expanded to a capacity of AED128 billion to become the largest airport in the world in terms of capacity, with a capacity of up to 150 million passengers in the next decade and 260 million annually, as well as 12 million tons of cargo at full capacity.

As its passenger traffic continues to rise at tremendous rates, and its aviation infrastructure prepares to expand massively, Dubai is stepping up the creation of advanced aviation security systems, which will reinforce the city as a reliable global gateway and a model of safety, efficiency, and innovation.
