Dubai’s Roads and Transport Authority (RTA) and Dubai Police have joined forces to establish a Personal Mobility Monitoring Unit, aimed at improving safety and compliance among e-scooter and bicycle users.
Rise in Scooter and Bike Usage
The move comes in response to a growing number of personal mobility trips across the Emirate. Bicycle rides increased from 44 million in 2023 to 46.6 million in 2024, a 5% jump, while e-scooter trips rose by 8.7% to 32.3 million. First-and last-mile trips made up 1.7% of scooter use and 1.4% of bike use.
Monitoring and Enforcement
The newly formed unit will oversee cycling lanes and key routes within soft mobility zones. Offenders will face penalties, with authorities already recording nearly 40,000 violations involving e-scooters and bicycles. In 2024 alone, over 54,000 personal mobility devices were impounded.
Additionally, 24,000 vehicles, 4,000 delivery motorcycles, and 60,000 pedestrian violations were registered, reflecting an intensified enforcement push.
Road Safety Progress
Officials also reviewed Dubai’s broader Traffic Safety Strategy 2022–2026, which has helped reduce traffic fatalities by more than 90% since 2007. Pedestrian fatalities dropped from 9.5 to 0.3 per 100,000 people, while serious road injuries have seen a significant decline.
Raising Awareness
Eight awareness campaigns reached over 255,000 people, and more than 24 educational videos about the dangers of traffic violations gained over 117 million views. Joint outreach efforts also engaged thousands of delivery riders and pedestrians.
RTA and Dubai Police will continue collaborating on infrastructure upgrades, including improvements at 23 high-risk locations and the installation of raised pedestrian crossings. They also plan to enhance driver training, particularly for delivery riders, and expand monitoring on major routes like Sheikh Mohammed bin Zayed and Emirates Roads.
These efforts are part of RTA’s larger Roads and Transport Plan 2030, which aims to integrate safety, smart systems, and infrastructure upgrades to support the city’s mobility goals and ensure a safer environment for all road users.
