TA’ZIZ Grants $1.99 Billion EPC contract To China’s CC7 For PVC Complexes

TA’ZIZ has currently declared that it has granted China National Chemical Engineering and Construction Corporation Seven, Ltd. (CC7) a $1.99 billion Engineering, Procurement, and Construction (EPC) contract to construct the first and one of the 3 largest single-site polyvinyl chloride (PVC) manufacturing complexes in the world.

The contract, which was unveiled at ADIPEC, is a significant move towards the realization of the strategic mandate of TAZIZ to spearhead industrial development in the UAE, localize supply chains, and facilitate new value chains in the UAE.

The facility will produce 1.9 million tons per annum (mtpa) of marketable PVC, ethylene dichloride (EDC), vinyl chloride monomer (VCM), and caustic soda, which is located within the TA’ZIZ industrial ecosystem in Ruwais.

These are important chemicals to meet increasing demand in the construction industry, infrastructure, packaging, and health care, both in the UAE and globally; therefore, the project is expected to be accomplished by Q4 2028.

CEO of TA’ZIZ, Mashal Al-Kindi, said, “This award marks a key milestone in TA’ZIZ’s journey to build a globally competitive chemicals and transition fuels platform in the UAE. Localizing the production of critical chemicals like PVC and caustic soda will strengthen the country’s industrial resilience, generate considerable in-country value, unlock new downstream manufacturing opportunities, and deliver significant long-term value to the nation’s economy.”

This award comes after recent EPC contracts awarded to TA’ZIZ on ammonia and methanol production facilities, which will expedite the process of building the Phase 1 4.7 mtpa ecosystem, which is planned as one of the largest integrated chemical platforms in the GCC.

The PVC complex will make TA’ZIZ the most prominent manufacturer of PVC, EDC, VCM, and caustic soda in the region.

Gradually, the plant will be in a position to generate sufficient PVC every year to produce water pipes that serve 10 million households.

The initial stage of the TA’ZIZ ecosystem will add $50 billion (AED183 billion) to the UAE economy and create 20,000 construction job opportunities and 6,000 operational positions throughout the lifetime of the project.

The platform will allow local manufacturers to create hundreds of new end-products, for the first time, to support the development of the UAE industrial sector and the ambition of ADNOC to become the third largest player in the world in terms of chemicals.
