The 28th Universal Postal Congress will take place in Dubai from 8–19 September 2025 at the Dubai World Trade Centre. The event will bring together high-level delegations from 192 member states of the Universal Postal Union (UPU), with more than 2,000 participants expected to attend in person and additional delegates joining virtually.
Hosting the Congress reflects the UAE’s commitment to advancing the future of the global postal and logistics sector and strengthening international collaboration across trade and service networks.
Held every four years, the Universal Postal Congress is the highest decision-making body of the UPU, a specialised United Nations agency dedicated to the postal industry. The Congress convenes ministers, leaders of national postal institutions, and senior experts from the public and private sectors. This year’s edition comes at a transformative time for the sector, shaped by rapid e-commerce growth, digitalisation, and rising demands for efficiency, reliability, and cybersecurity.
The event highlights the UAE’s position as a hub for innovation, logistics, and global connectivity, as well as its role as a preferred host for major international gatherings that foster dialogue and set forward-looking policies.
During the Congress, delegations will adopt the UPU’s new strategy for 2026–2029, to be known as the “Dubai Strategy” in honour of the host country. Elections will also be held for the next UPU Director General and Deputy Director General, as well as for member states of the Council of Administration and the Postal Operations Council, which will oversee implementation of the new strategy.
Sultan bin Saeed Al Mansoori, Chairman of the Supreme Supervision & Preparation Committee for the 28th Universal Postal Congress, said, “By hosting this global event, the UAE demonstrates its substantial role in developing an integrated international ecosystem that reinforces international communication and creates platforms for meaningful dialogue aimed at crafting future-focused policy. Since joining the UPU in 1973, and in alignment with the ‘We the UAE 2031’ vision, our country continues to play an active role in advancing the global postal network by leveraging innovation, data governance and financial inclusion.”
The Congress is expected to deliver a wide range of outcomes, including updates to postal products and remuneration frameworks, higher service quality standards, and stronger cooperation between postal institutions and ecosystem partners. Other anticipated outcomes include advancing financial inclusion through postal financial services, supporting sustainability and energy transition initiatives, and reinforcing cybersecurity and data protection.
Badr Al-Olama, Honorary Chair of Congress and Chairman of the Board of Directors, 7X, said, “The Congress serves as the primary platform for channelling international efforts towards a more inclusive, secure and efficient postal and logistics system. The 28th Universal Postal Congress is being hosted by the UAE Government in cooperation with federal and local authorities, regulators, and service partners. This joint effort will provide delegates with a seamless and enriching experience, further reinforcing the UAE’s reputation as a premier destination for international events and cementing its position as a global hub for postal and logistics services.
