Dubai’s private higher education sector continues its remarkable growth, with student enrolment reaching an all-time high. The 2024–25 academic year saw a 20% increase in enrolment, bringing the total number of students to 42,026 across 41 KHDA-regulated institutions.
International Campuses Dominate the Landscape
Of these institutions, 37 are international university branches, offering a diverse array of academic programmes tailored to the needs of forward-looking learners. This expansion aligns closely with the goals set under the Education 33 (E33) strategy, reported by Dubai Media Office.
International Students Rise by 29%
The appeal of Dubai as a global education destination is evident in the 29% year-on-year rise in international students—those who have relocated to the emirate for higher education. These students now account for 35% of the total enrolment, contributing to the E33 City of Students “Game Changer” target of reaching 50% by 2033.
Emirati Enrolment Hits New High
Enrolment among Emirati students grew by 22%, a record increase reflecting the increasing attractiveness of Dubai’s private institutions to UAE nationals, thanks to their broad and relevant academic offerings.

Global Universities Expand Footprint in Dubai
Four new international universities opened campuses in Dubai during the academic year, hailing from China, India, Russia, and Italy, further diversifying the educational landscape.
Programme Offerings and Enrolment Trends
Dubai’s private universities now offer 706 programmes, with degrees in business, IT, engineering, media and design, and humanities being the most popular. The largest enrolment increases were seen in information technology, engineering, and health and medicine programmes.
