His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, has issued Decree No. (48) of 2024, establishing the Dubai Resilience Centre. This new public entity aims to enhance the city’s ability to respond to risks, emergencies, crises, and disasters, further solidifying its position as one of the most agile globally in managing such events.

Under the Supreme Committee of Crisis and Disaster Management, the Dubai Resilience Centre will have the legal authority to take necessary actions to carry out its responsibilities. These include preparing resilience plans, creating policies and strategic frameworks for crisis management, and coordinating efforts with relevant authorities to ensure efficient responses.

The Centre will also be responsible for measuring performance indicators and progress in implementing approved plans and reporting back to the Supreme Committee.

One of the Centre’s key functions will be managing a central operations platform for crisis and disaster management, as well as fostering partnerships with local, regional, and international organizations to support its mission; will also gather and analyze data to forecast potential risks and develop plans to address them. This data-driven approach will assist in crafting effective response strategies, raising public awareness about crisis preparedness, and proposing educational initiatives.

Additionally, it will conduct simulations and scenario-based exercises to improve readiness for emergencies, document key lessons learned, and submit them to the Supreme Committee for approval.

The Dubai Resilience Centre will be led by an Executive Director, appointed by the Chairman of The Executive Council of Dubai. This executive will oversee policy proposals, implementation, performance measurements, and coordination with relevant authorities to improve crisis management practices. All government and non-government entities in Dubai are required to cooperate fully with the Centre, providing necessary resources and information. The Decree, which takes effect immediately, mandates that any conflicting previous legislation be annulled. It will be officially published in the Official Gazette.-WAM
