As the Chairman of the Executive Council of Dubai, the Crown Prince of Dubai, and the Deputy Prime Minister, Minister of Defense, Sheikh Hamdan Bin Mohammed bin Rashid Al Maktoum issued the Executive Council Resolution No. (67) of 2025 on the Workforce Productivity Measurement System.
The implementation of the System will be done for all government entities in phases as decided by the Dubai Government Human Resources Department (DGHR).
The System will be rolled out in phases according to the Resolution. During the initial stage, the productivity will be determined based on the recognized standards, comparing the provided services with the number of workforces, the sum of salaries, actual working hours, and other information.
The analysis will then be made, and initiatives to enhance efficiency and services will be developed. The last stage will be devoted to system evaluation. A working manual will be established to lay out the information and the duties of every stage.
According to the Resolution, the General Secretariat of the Executive Council of Dubai is endowed with the task of identifying, classifying, and updating the government services, communicating with other relevant bodies such as the Department of Finance, Dubai Digital Authority, and DGHR, supporting technically, and authorizing the services, their data, and performance indicators.

However, the DGHR has the role of operating and overseeing the system with the cooperation of other concerned parties.
This incorporates the preparation and updating of the procedural guide, formulation and validation of the workforce productivity indicators, and liaison with the General Secretariat about government services and performance data.
The DGHR also collaborates with the Finance Department to confirm the budgets, analyze productivity outcomes, offer suggestions on enhancing efficiency, check compliance, evaluate the impact, and report to the General Secretariat.
Under this Resolution, the Dubai Digital Authority will provide technical guidance and assistance to the DGHR in the development and modernization of the digital platform, data analysis instruments, and database integrations of the system.
The Resolution stipulates that government bodies should adhere to the procedural guide and approved schedules to define, categorize, and catalogue their services, and report data on the services, workforce, and budgets allocated.
They are also required to enhance service quality, resource utilization, productivity initiatives, submit the reports to DGHR, and act on recommendations to increase financial efficiency according to the productivity analysis.
Decisions to enforce this Resolution will be made by the Director-General of the DGHR, in consultation with other appropriate bodies. This Resolution overturns any other resolution provision that can be inconsistent with the present one.
This Resolution becomes effective on the day of its publication in the Official Gazette.
