Sheikh Mohammed Unveils New Law For Government Land Allocation In Dubai

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, has enacted Law No. (6) of 2025 to regulate the allocation of government land to public entities in Dubai.

Sheikh Mohammed’s Vision for Urban Development

The new legislation is designed to align land distribution with the city’s Dubai 2040 Urban Master Plan, enhancing efficiency and ensuring that public entities have the necessary land to fulfill their functions.

The law outlines clear guidelines for the allocation of land to federal and local public entities, ensuring that government land is used effectively to support service delivery, public duties, and the establishment of essential facilities. It also highlights the roles and responsibilities of Dubai Municipality in overseeing land allocation under the framework of the 2023 Urban Planning Law.

Dubai Municipality will be responsible for receiving land allocation requests, assessing the actual land needs, and determining the appropriate size and location of the plots. The Municipality will also oversee the issuance of site maps for the land and manage a registry of land data in coordination with the Land Department.

Additionally, Law No. (6) grants Dubai Municipality the authority to reclaim allocated land under certain conditions. If any of the stipulations outlined in the law are violated, the Municipality can reclaim, relocate, or require the removal of structures on the allocated land. The law establishes criteria for land allocation based on economic, social, security, and service-related needs, as well as the availability of suitable land.

The law empowers the Chairman of The Executive Council of Dubai to issue further decisions necessary for its implementation. With this new legislation, any prior laws contradicting its provisions will be annulled. The law will come into effect 30 days after its publication in the Official Gazette.
