A.R.M. Holding, a leading UAE-based investment firm, has partnered strategically with globally renowned architecture firm BIG-Bjarke Ingels Group to deliver a transformative five-square-kilometer urban masterplan around the historic Jebel Ali Racecourse. The landmark project, slated to break ground in early 2026, aims to redefine Dubai’s urban fabric in alignment with the Dubai 2040 Urban Master Plan.
The partnership was formalised at a signing ceremony by Mohammad Saeed Al Shehhi, CEO of A.R.M. Holding, and Bjarke Ingels, Founder and Creative Director of BIG.
The project will integrate sustainable design, cultural heritage, and community-focused planning to create a dynamic, inclusive district that aligns with national development goals. A “living landscape” concept is central to the design—an interconnected series of urban islands that increase in density around a central park, seamlessly blending green spaces with mixed-use infrastructure.
“This collaboration with BIG embodies our commitment to creativity, integrity, and human-centric development,” said Mohammad Saeed Al Shehhi. “Our goal is to create spaces that reflect Dubai’s rich heritage while nurturing inclusive, thriving communities.”

Bjarke Ingels described the master plan as a new chapter for Dubai, stating:
“Occupying the historic Jebel Ali Racecourse, the project is designed as an archipelago of urban islands surrounded by green. Nature flows through the city, turning a central park into a social oasis and extending environmental harmony into every neighborhood.”
The development, driven by 17 measurable KPIs, emphasizes environmental responsibility, cultural relevance, and long-term social prosperity. With an emphasis on community, sustainability, and innovation, the district will feature a range of residential, recreational, and commercial spaces designed to foster holistic well-being.
