Deputy Prime Minister and Minister of Defence, His Highness, Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, has declared on Friday that Dubai established a new “Civility Committee” to assure those in charge that the emirate has to be “the best, the most beautiful, the most refined, and the most civilised city in the world.”
It will be led by Mohammed Al Gergawi, with Mattar Al Tayer serving as its Deputy Chair; the members will include Abdulla Al Basti, Omar Al Olama, Abdullah Al Marri, Helal Al Marri, and Marwan bin Ghalita.
The establishment of a special committee dedicated to the maintenance of the emirate is within the mandate of Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE, and Ruler of Dubai.
Following the opinions of the Dubai Ruler at the Mohammed bin Rashid Leadership Forum, “Dubai must be the best, the most beautiful, the most refined, and the most civilised city in the world”, Sheikh Hamdan acted to make his father’s dreams visible.
Tasks of the committee
- Addressing elements that detract from the city’s overall aesthetic
- Supporting efforts to enhance its aesthetic ambiance and global image, in line with the Dubai 2040 Urban Master Plan
- Identifying and analysing emerging urban challenges; formulating strategies and action plans to proactively manage impact.
- Setting strategic directions and policies to encourage positive practices that support the preservation of Dubai’s urban aesthetics
- Approving and implementing relevant plans in coordination with the Supreme Committee for Urban Planning
- Review, assess, and report on the outcomes of the plans at each stage.
- Identify unsightly urban elements; task authorities with conducting surveys, proposing solutions, and assigning clear responsibilities for each area requiring improvement.
- Monitor the performance of all entities involved, establish performance indicators, measure progress, public satisfaction, and the impact of policies and campaigns.
- Leverage advanced technologies, including AI, to enable early detection and mitigation of negative trends.
- Propose necessary resources and budgets, establish subcommittees and working groups, and develop support strategies to address implementation challenges.
Sheikh Hamdan stated that the Dubai Civility Committee will seek to offer “present to the world the most refined modern-day experience in the world — a living model of progress, values, and human dignity.”
The report was released in early 2025, and it shows that Dubai ranked at the top of the world in terms of city cleanliness for the fifth consecutive year in the Global Power City Index (GPCI) report published by the Institute of Urban Strategies at the Mori Memorial Foundation in Japan.
