The Ministry of Justice (MoJ) has declared considerable cuts on a variety of service charges, as well as the initial offering of fee exemptions on numerous deals, in an effort to alleviate access to government services and enhance the state of investment in the country.
The changes were suggested by the Ministerial Decision No. (5) of 2026, which is the decision of the Minister of Justice and Minister of State of Cabinet Affairs H E Ibrahim bin Ali Al Mohannadi.
The ruling revises fees related to real estate registration and notarization services, while exempting several categories of transactions from payment. According to the new rules, the transactions of notarization made in favor of ministries, government bodies, public bodies, and institutions will be free.
There are exemptions on the donations and wills being donated to charities and the notarization of incorporation contracts and constitutional documents of companies and other privately established institutions in cases of the first-time formation.
A number of charges have been lowered, such as the cost of notarizing a special power of attorney pertaining to real estate, which was formerly QR300 but has been lowered to QR100.
The transactional fees on dealing with possession transfer of farms and marine lands, including assignments, have been decreased by 1 percent of market value to 0.25 percent of the assessed value.
The ruling also gives an exception to the real estate registration transactions that are in favor of the government and charitable endowments, and real estate that is assigned to citizens in accordance with the relevant legislation.
Other documents that are related to inheritance, such as estate division, hereditary waivers, and settlements given by the Family Court, are also exempt. Moreover, there are exemptions on court orders annulling, rescinding, or invalidating prior registered documents or judgments.
In line with the current legislative changes, the decision confirms that the real estate registration and recording provisions apply to the preliminary real estate register, as per the Real Estate Development Law, No. (6) of 2014.
However, the last subdivision and registration fees of off-plan units have been determined to be QR100 per unit. The charge for the issuance of replacement title deeds lost or damaged in place of the original title deed has been diminished by QR500 to QR100, and the charge for the issuance of title deed and registration map has been lessened by QR300 to QR100.
The mortgage and lien registration charges are changed to 0.025 percent of the value of the secured debt. The new fixed fees on transfer of property ownership in line with company mergers, division or dissolution, and transfer between individual and company owned by any individual or family were also introduced at QR500.
Transfers and settlement of property involving heirs have also been brought down to a flat fee of QR500 on any given property or portion thereof. The charges on the property ownership statement and certificates have also been reduced by half, from QR100 to QR50.
In the case of mobile services where the ministry employee will visit the premises of the applicants, the fee has been cut down to QR200 against QR1,000 to individuals aged 60 and above with social security beneficiaries and persons with disabilities being fully exempted.
According to the Ministry of Justice, the measures are an indication of its focus on modernizing judicial services, streamlining processes, and enhancing service delivery to citizens and residents.
It reported that ongoing efforts are aimed at enhancing digital services with international best practices, supporting economic development, and reinforcing confidence in Qatar’s business environment.
