Electric vehicles (EVs) continued to gain momentum in Dubai last year, with the Dubai Electricity and Water Authority reporting strong growth in its EV Green Charger initiative. The expansion of charging infrastructure across the emirate has been supported by strategic partnerships, while industry stakeholders—including contractors, consultants, and property developers have welcomed the Regulatory Framework for EV Charging Infrastructure in Dubai, launched in October 2024. These developments reinforce Dubai’s ambitions to accelerate green mobility and reduce greenhouse gas emissions.

The Green Charger initiative saw a significant increase in EV charging activity in 2025 compared to 2024, reflecting steady growth in EV adoption since its launch in 2014. During this period, DEWA supplied over 55,200 megawatt hours (MWh) of electricity, enabling more than 276 million kilometres of EV travel through a network of ultra-fast, fast, public, and wall-box chargers.
By the end of 2025, the number of EVs in Dubai reached 47,944, up from 37,486 in 2024, an increase of more than 10,000 vehicles or 27.9%. Registered users of the Green Charger initiative grew from just 14 in 2015 to 23,600 by mid-January 2026. The network now includes more than 1,860 charging points across Dubai, encompassing stations licensed by DEWA in collaboration with government and private-sector partners.
The regulatory framework for EV charging infrastructure has been instrumental in driving Dubai’s transition to sustainable mobility. Developed by DEWA, the framework provides a comprehensive regulatory reference for EV charging infrastructure and licensing requirements for independent charge point operators, addressing both current and future sector needs. It is based on two integrated tracks: direct development of public EV charging infrastructure by DEWA and its subsidiaries, alongside development and operation by independent licensed operators.
DEWA has forged key partnerships to expand Dubai’s EV charging network in line with the rapid growth of EVs. In 2025, DEWA signed a long-term strategic agreement with Dubai Taxi Company (DTC) to deploy ultra-fast charging stations at multiple taxi sites across the emirate. Under this contract, 208 ultra-fast EV chargers will be installed over the duration of the agreement.
Additionally, DEWA partnered with Parkin Company to install 100 EV chargers at key locations across Dubai, with plans to expand further. A separate contract with ENOC Group aims to increase the fast-charging network at ENOC service stations throughout the city.
DEWA’s Green Charger stations operate 24/7 at numerous strategic locations across Dubai. Customers can easily locate them through DEWA’s website, smart app, and 14 additional digital platforms.
