The Dubai Future Foundation (DFF) has signed a Memorandum of Understanding (MoU) with XSOLLA, a global company that supports developers in monetizing and scaling video games, as part of Dubai’s efforts to expand its gaming ecosystem. The announcement was made during DFF’s participation at Gamescom 2025 in Germany, under the framework of the Dubai Programme for Gaming 2033 (DPG33).
The collaboration will highlight key initiatives and thought leadership in the gaming sector, positioning Dubai as a hub for global gaming investment and innovation. Thousands of visitors, international companies, and delegations explored Dubai’s gaming landscape at the DFF-led Dubai Pavilion.
Under DPG33, DFF also strengthened partnerships with regional gaming companies, including iBLOXX, a Dubai-headquartered studio that recently secured $5 million to develop its online game, Strayshot. The Dubai Pavilion showcased several games, including Artisan Studios’ Lost Hellden, which recorded more than 15,000 wishlist additions on Steam and over 300,000 views of its promotional video across IGN, PlayStation, and Nintendo of America platforms during the exhibition.
“Local and international interest in Dubai’s gaming sector signals a real appetite to explore and partner with one of the industry’s most promising markets,” said Abdulaziz AlJaziri, Deputy CEO of DFF. “It reflects the diverse investment opportunities, infrastructure, and competitive advantages that Dubai offers game developers under the Dubai Programme for Gaming 2033.”
DPG33 aims to position Dubai among the world’s top 10 global gaming hubs by 2033, creating 30,000 new jobs and contributing $1 billion to the GDP. The initiative underscores Dubai’s ambition to attract international investment, nurture local talent, and establish a competitive gaming ecosystem on a global scale.
