CBUAE Launches World’s First Sovereign Financial Cloud Services In Partnership With Core42

The Central Bank of the UAE (CBUAE) has collaborated with Core42, a G42 company and full-spectrum AI enablement solutions provider, to develop a sovereign financial cloud services infrastructure, the first financial cloud ecosystem in the world.

The sovereign financial cloud service infrastructure (SFCSI) is constructed on up-to-date financial technology and is part of the Financial Infrastructure Transformation programme of CBUAE, which is supposed to make the UAE one of the world’s leading locations of safe and innovative financial services.

The SFCSI is defined by a centralized, very secure, dedicated, and isolated infrastructure that guarantees data sovereignty, increases operational agility, and offers strong defenses against cyber threats, and offers sustained readiness of critical financial services to the whole UAE financial sector.

The SFCSI will use cutting-edge AI and analytics to streamline operational efficiency in the financial sector. Financial institutions will be better able to understand and make more informed decisions with the help of smart automation and analysis of real-time data, which will ultimately enhance the overall customer experience.

Moreover, the platform will offer a holistic platform to manage the multi-cloud services in a single system, and as a result, the LFIs will be in a position to manage all their services coherently and efficiently.

The signing ceremony was witnessed by Khaled Mohamed Balama, Governor of the CBUAE, during which the agreement was signed by Saif Humaid Al Dhaheri, Assistant Governor for Banking Operations and Support Services at the CBUAE, and Talal M. Al Kaissi, Chief Executive Officer (Interim) of Core42. Assistant governors were also present during the ceremony, as well as senior officials of both institutions.

Al Dhaheri said, “The national sovereign financial cloud services infrastructure marks a strategic step in strengthening the UAE’s financial resilience and technological leadership. It provides a secure, scalable, and future‑ready foundation that enhances data protection and accelerates innovation, enabling the CBUAE, together with licensed financial institutions, to deliver next‑generation digital services with confidence.”

He stated that the platform, combined with embedded AI and sophisticated analytics, enables the CBUAE to capitalize on smart automation and data-driven insights, enhancing the competitiveness of the UAE in the global arena and driving sustainable economic development.

Al Kaissi added, “Finance runs on digital infrastructure; hence, it must be sovereign. The sovereign financial cloud services infrastructure embeds governance and real-time oversight directly into the financial backbone of the country.

He further reported, “Developed in close partnership with the CBUAE, it reflects a shared commitment to building infrastructure that is engineered for regulatory clarity and national resilience. It allows regulated institutions to scale advanced sovereign cloud and AI capabilities without compromising national control.”
